In the present @rdinance a section based on

section 15(3) of 10 and 11 Geo. 5, c.17, has been substituted.

Section 20 has been amended so as to make it clear that the

lessor is liable in damages as well as criminally.

Section 24 gives the Governor in Council power to exclude the operation of the Ordinance in any particular case in which the circumstances are sufficiently exceptional. One kind of case

to which this section might be applied is where the premises are required for some charitable or public purpose. Another class

of case to which it might be applied would be the case of a perma- nent resident who had bought a house for his own occupation before the commencement of the original Rents Ordinance.

In my opinion this is an Ordinance to which His Excellency fe officer Administering the Government may properly assent in the name of His Majesty and on His behalf.
